Dama Solar Overview
Dama Solar is located in the Grăniceri and Pilu communes of Arad County, western Romania, approximately 3.6 kilometres from the Hungarian border. The site will cover approximately 1,000 hectares.
The project is currently being prepared for construction.
Once operational, it will be Europe’s largest solar plant, powering over 280,000 households. Dama Solar will also host one of the largest co-located energy storage systems in Romania.

Project Development Timeline
The Dama Solar project will comprise four main phases, the first of which has already been completed.
Phase 1 of 4
Land rights and grid connection
The site land has been secured through voluntary lease or concession agreements with local landowners. The project will connect to the Nadab-Bekescsaba 400 kV high voltage lines operated by Transelectrica, with technical connection approvals and interconnection agreements already in place.

Phase 2 of 4
Pre-construction
In August 2025, Rezolv Energy was awarded two contracts for difference (CfDs) by the Ministry of Energy in Romania’s second CfD auction. These CfDs covered the first two (out of three) phases of the Dama Solar project. The construction phase is now expected to start in H1 2026.

Phase 3 of 4
Construction & commissioning
Construction work will also start in 2024. The construction phase will take approximately two and a half years to complete, but will be carried out in three stages, with the first section put into operation 10 months from the start of the construction works.

Operation, maintenance & monitoring
Dama Solar is expected to be operational for at least 25 years.

Project Sites
The plant is a single site but will be divided into nine solar PV groups, each with around 118MW of installed power. Each group will include approximately 24 electricity-producing blocks of approximately 5MW. The blocks will consist of bifacial solar panels of 580W each.
In total, the plant will be covered by approximately 1.6 million solar panels.

Community Engagement
Rezolv will establish a Community Engagement Committee (CEC) for Dama Solar, ensuring that local voices are heard and considered throughout the project. The CEC will provide a platform for community members to share their insights and for Rezolv to offer updates, ensuring a transparent and inclusive process.


Environmental Impact
Dama Solar will be the largest solar plant in Europe, capable of covering the energy consumption of close to 1 million people. It will play a significant role in reducing Romania’s reliance on fossil fuels, enhancing energy security, and supporting the country’s renewable energy targets.
Environmental Benefits
Dama Solar’s development will also prioritise biodiversity, aiming for a net positive impact on the environment. The project will return much of the land to pasture, with sheep managing the vegetation through grazing. 82 hectares of the site will also be dedicated to a nature reserve, creating one of Southeastern Europe’s first and largest private-led nature restoration projects linked to a solar park.
